WebbLong story short my cpu is stuck at 1.38ghz and after a few hours of trying to figure this out I found out about this slow mode switch. Flicking the switch either way does nothing however I realized when I apply just a slight amount of upward pressure to the switch the cpu speed pops right up the 3.5ghz.... clearly the switch is faulty I guess.
